All of us who work in software have seen the importance that this country has gradually gained in our industry. Whether as a market for technology services, a place from which to outsource taking advantage of local talent, or a source of technological startups, Colombia has been gaining the attention of many of us over the last few years.

The Ministry of Information and Communications Technologies (MinTIC) is the entity responsible for designing, adopting and promoting policies, plans, programs and projects in this sector.
The Vive Digital Plan [2] was launched in 2010 to promote the widespread use of the Internet in order to reduce poverty and generate employment. It has represented a great technological leap at a national level, involving all government entities in the country. The 4 axes of this plan, which are currently being promoted, are: applications, users, services and infrastructure. The plan is currently in its second iteration (2014-2018) and among its goals, the following are some of the ones that most attract our attention:
