The ZAEs are thus faced with an imperative adaptation of their offer to economic and environmental changes in order to maintain and strengthen their attractiveness. We believe that this transformation is part of a global and transversal strategy at the level of inter-municipalities. This implies, for the EPCI, to fully seize their economic and ZAE management skills, in a context of increasingly constrained land scarcity, price increases and high borrowing rates.
This involves moving away from opportunistic logic (responses to business requests, pre-emption opportunities, etc.) to integrate ZAEs, their developments and renewal, into a genuine territorial development strategy, by adopting a territorialized, contextualized approach, with robust governance and monitoring tools.
